Our Story
STP Investment Hub is not merely a consultancy firm; it represents a proactive response to the investment challenges encountered by businesses and investors in São Tomé and Príncipe. This initiative originated from the vision of World Link Solutions, a company established in 2014. Acknowledging the necessity for a more concentrated approach, World Link Solutions opted to separate its investment services, culminating in the launch of STP Investment Hub in October 2023. However, full-scale operations commence in 2025, following a thorough reevaluation of the business concept and strategy.
Our mission is clear: to stimulate sustainable investment opportunities in São Tomé and Príncipe as a means to promote socioeconomic sustainable development. Two factors were decisive in formalizing our mission and designing our portfolio of services:
1- Through the experience of our experts and collaboration with World Link Solutions, we bring a distinct perspective to the investment landscape, based on a comprehensive understanding of the challenges faced by service providers and investors in the country, as well as the market dynamics and existing service gaps that need to be filled.
2- In a global environment facing critical challenges such as poverty and climate change, especially among Small Island Developing States (SIDS) like ours, there is an urgent need to adopt measures and attract investment that will make us more resilient at the same time, as the investment grows.

Sesneica Leal Afonso Fernandes holds a degree in Law with a specialization in Regulation and Competition from the University of Lisbon. She possesses over twelve (12) years of experience in leadership roles at the General Regulation Authority (AGER) of São Tomé and Príncipe. During this tenure, she has developed extensive technical expertise, along with strong management, communication, and teamwork abilities. Her profound understanding of regulation and public policy culminated in her presidency of AGER from 2022 to 2025. Previously, she served as an Administrative and Multiskilled Analyst, where she made significant contributions to enhancing regulatory frameworks in the telecommunications, energy, and water sectors. As a strategic regulatory consultant, Ms. Fernandes is adept at supporting governments, international organizations, and investors, offering expert guidance on public policy, regulation of essential services, and the development of sustainable solutions within the energy and digital sectors. Throughout her career, she has actively participated in drafting regulations for the telecommunications and electricity sectors and has overseen the coordination of multilateral projects with esteemed organizations, including the World Bank, UNDP, ANACOM (Portugal), and ARCTEL. Furthermore, Ms. Fernandes was a featured speaker at the International Energy Summit 2023 in Nairobi, where she presented insights on the challenges and opportunities associated with the energy transition and digital governance.

Sulisa Signo Bom Jesus Quaresma holds a Master's Degree in Chemical Engineering with specializations in Environment, Energy, and Processes. She currently serves as the Director-General of the Directorate General for the Environment and Climate Action. In her capacity as a consultant, she has successfully led the preparation of National Communications (NCs) and National Greenhouse Gas Inventories for the Industrial Processes and Product Use (IPPU) and Waste sectors. Her work includes the development of Monitoring, Reporting, and Verification (MRV) Systems related to climate change, as well as the preparation of Technology Needs Assessment (TNA) reports focused on adaptation to climate change within the Water, Coastal Zones, and Agroforestry sectors. Furthermore, she has played a pivotal role in enhancing institutional capacity for climate finance in São Tomé and Príncipe. In addition to her consulting work, she possesses substantial experience in education and awareness-raising for sustainability. She has implemented various initiatives aimed at promoting formal environmental education and informing the public about key environmental issues and sustainable development. Through these efforts, she strives to raise awareness and facilitate behavioral change concerning critical topics such as water management, waste reduction, forest conservation, climate change, and soil erosion.
Gabriel Lima Maquengo is an Electrical Engineer with a specialization in Telecommunications, holding both a Master's and a specialization in Renewable Energies and Energy Efficiency. He has experience working in an industrial and electricity distribution and commercialization company in Brazil. Since joining the Water and Electricity Utility Company (EMAE) in 2011, he has gained extensive knowledge and has served as the National Director of Energy at the Ministry of Infrastructure and Natural Resources since 2018. As a consultant, Gabriel has led numerous projects focused on Climate Change, including the development of various policies and tools, and he currently heads the Energy Focal Points for the Community of Portuguese-Speaking Countries.

Anibal Olavio

With a Master's Degree in Quality and Food, a Postgraduate Degree in Management of Cooperatives and Small and Medium-sized Enterprises (PEMES), and a qualification as a Technician in Industrial Fishing, Olavio currently serves as the National Coordinator of the FAO-FISH4ACP Coastal Pelagics Value Chain Project. He has previously held various roles at the Directorate of Fishery under the Ministry of Agriculture, Fishery and Rural Development, including Head of the Fisheries Inspection Department, Sanitary Inspector, and Advisor to the Minister Additionally, he has been the Director General of Fisheries, as well as Director of Artisanal Fisheries, Community Development, and Aquaculture within the same Ministry. As a consultant, Olavio has coordinated the STP 03/004 PNUD/Minister of Plan and Finance project (Incomeating Component), focusing on “Support for Grassroots Communities in Local Governance and Poverty Reduction,” and served as an SFLP/FAO consultant in Equatorial Guinea, training the National Coordination Unit (“UCN”) in participatory diagnostic methods and community projects.

Celina Cardoso Pereira de Lima Delgado, holding a degree in Industrial Engineering, boasts eleven years of experience in leadership roles at the São Tomé and Príncipe Trade and Investment Promotion Agency (APCI). During her tenure, she has developed a robust set of skills, including technical expertise, strong communication, and effective management abilities, all while fostering teamwork and organizational capabilities in the realm of foreign direct investment (FDI). Her dedication and growth led her to serve as the Director General of APCI from 2013 to 2016, and since then, she has been leading the Investment Promotion and Business Environment Improvement department at the Agency. In her capacity as an investment consultant, Celina is well-equipped to provide investors with prompt support, insightful advice, and guidance on establishing their ventures in the country. She possesses thorough knowledge of the legal and regulatory landscape governing investments in São Tomé and Príncipe. Over her 11 years at APCI, she has skillfully assisted more than 20 investors at every stage of their projects—before, during, and after implementation—in various strategic sectors, including tourism, agribusiness, aggregate extraction, industry, energy, and information and communication technology, along with initiatives that significantly contribute to the influx of foreign currency.

Throughout her career, she has developed communication techniques that have greatly enhanced teamwork and her leadership in Copyright and Related since 2016.
